    QDRO rights
Divorce says 50% of pension, but the QDRO wasn't drafted for 1 and a half years, due to difficulty receiving information, do I have the right to receive qdro payments retroactive to date of final divorce 2 years ago, in the state of Florida?

I don't believe that the retirement plan has a duty to make payments to you retroactively, no.

You are going to have to ask the court to order that your ex-spouse pay you the amounts you should have received in the past two years.
