    The person you are trying to reach is not accepting calls at this time mean
    I been calling a friend and it will rings 1 or 2 and then I hear the person you are trying to reach is not accepting calls at this time message 19 switch 179, I believe is sprint service, trying to figure out if the phone is disconnected also when I send text I don't get a error message

    Means their phone is switched off and their mailbox is full.

    If it was disconnected you would get a message "this number is no longer in service" or something very close to that.

    I thought it was disconnect because someone was telling me that you only hear that message when you don't pay your bill

    That MIGHT have been done prior to the service being disconnected. But isn't always.
