    New ceiling fan is getting power.
    As the title says, its getting the power but will not spin the blades. Also they are very hard to even turn by hand, do not move freely at all. Any ideas on this would be great.

    Does motor turn freely with blades removed. Assuming that this is a new fan, did your remove any motor stabilizers that were installed for shipping purposes. These are little rubber wedges that are installed between the motor and the housing to prevent the motor from turning during shipping?

    This doesn't sound like an electrical problem.
