We have city water. For about three weeks we have been having a rotten egg smell (sulfur) in mostly the cold water faucets as well as the water in the toilets. We've called the city and the first time they came out they tested the water at the outside spickets as well as the inside faucets. They also flushed the fire hydrant in front of our house. Where the water comes into the house it showed chlorine in the water but at the other side of the house there was no chlorine. They told us that the smell came because there was no chlorine showing and that we needed to run all the faucets and flush the toilets and that it would pull the fresh water into the house.

It still stunk and we waited a couple of days and called the city back. They came out again and tested the water. The cold water comes out very hot because about 10 years ago we had our house re-piped with C-PVC pipes. Because the pipes are in the attic the water gets extremely hot in the summer and very cold in the winter. The guy from the city said that because the water was so hot, it was making the chlorine dissipate in the water, thus we were getting the rotten egg smell. I should mention that the water in our master bath toilet was very dirty looking occasionally.

After thinking about this reasoning (the hot water from the hot water tank gets extremely hot and doesn't smell so why would the hot water in the attic make it dissipate) and still smelling the rotten egg smell, we called the city back a third time. The guy came out and checked the outside spickets as well as the inside faucets and all these places showed that there was chlorine in the water. Honestly, it had gotten better, but later that day and the days after it is still smelling. The water company guy said that the dark gray water was residual minerals in the water (magnesium and iron). The grayish water was also in the toilet tank and had a greasy feel to it.

We are at a loss. We've had the re-piping done about ten years and the water has always been hot in the attic and we've never had this terrible odor in our house. What could be making the chlorine dissipate once it gets into our house. Please help!!

Dissipated chlorine should't reveal sulfur. It might reveal an algae smell at most.
Call a plumber, call 2 plumbers, to get some ideas. If the city doesn't know, I'm not sure how anyone online can figure it out, not knowing much about your setup. Usually you start at the main and draw some water from each spigot along the line, smelling it, to see where it starts.
