I work in NY city. I misunderstood the tax to be paid by the employees of the city of NY and paid tax (nyc 1127) for the year 2009, 2010, 2011. Is it possible to claim refund for these years? If so, what is the procedure?

If the city of New York follows the same rules as the state, it is too late to claim a refund for 2009. You can claim refinds for 2010 and 2011 if you can convince NYC of the validity of your claim.

Amended return; the city of New York will NOT issue a refund based on a phone call.
