Couple things.. I would NOT get my legal advice from the head cop in your company. I wouldn't get it from an excon either, but MY answer won't get you into trouble... Theirs might.
I've heard of a few state efforts to limit the time a prospective employer can ask about felony convictions.. I haven't heard of any SUCCESS about it, though... I don't think I will either.
First off, exconvicts AREN'T very popular these days, so NOBODY is going to pass a law that makes it easier for excons and makes them look weak on crime. So, there's NOTHING in the Patriot Act that helps people like us. Secondarily, I can't imagine ANY legislator, anywhere who would think it's good idea to keep a felony conviction secret from a prospective employer.
I say that AS an exconvict AND an employer. There are OTHER ways to support employment for exconvicts. You figured it out. If you want to work for me, tell me the TRUTH, like you did, and I'll give you a chance.. But, conceal it from me, and I find out? You're DONE!
