    Evaluation
    Can a manager give a bad performance review or formal evaluation without first expressing the concern or the things they would like to change. What if the employee has tried to communicate and tried to ask for feedback and the manager never provides any. What are next steps for the employee?

    Evaluations, performance appraisals, etc. are a matter of company policy.

    You can try going to HR.
