The time to see a doctor is when you're 16. If you don't get it by then, then you should find out why. At 14, almost 15, there's really not much to worry about. Some girls get it a bit later than others. I was 14, my mother was 16, I had a friend that was 7 when she got her first period. It all depends on the person.
For now, enjoy your period free life. Trust me, it's not fun, and you'll have it for many many many years after you get it. Enjoy this time while it lasts, and don't worry, you'll get it before you know it. :)
