You have a blocked or partially blocked sewer line. Snake the line from the affected toilet.

I have this issue as well. I have pulled the toilet and snaked the wntire 25 ft it will reach. I ran both showers while I snaked. I do see water at the bend of the toilet drain pipe. The level doesn't rise and I am unfamiliar of the piping set up under the subfloor. I did run water down the vent from the roof which many believe this is usually the issue.

You should not see water in the toilet bend. Either you still have the blockage or the toilet piping is improperly set (which I doubt).

It is not unusual to go through a soft blockage and not clear it. Snake the line again. Seeing water in the toilet bend also indicates that the blockage is likely in the bend itself.

Implies that you are using a manual snake. You may have to use a powered snake to clear the line.

Running water down the vent pipe does tell you very much. You would only see some results if the sewer line is completely blocked. Most blockages are partial. The hose just can't provide the volume of water fast enough to cause a backup when you have a partial blockage.
