I have two of the same harbor breeze ceiling fans with remote controls. One of the remotes is missing. Why can't the other remote work for the this fan?

Purchased a Harbor Breeze 52" model very similar to the Elevation Brushed Nickel. The batteries went dead in the remote and after replacing them there is no communication between the remote and the fan.the dip switches match. Any suggestions?
