Tenant said he had water when he left condo. There is no water when we checked. The valves above and below the meter cannot be opened by hand. Any ideas?

What type of valves are we talking about? A meter valve that takes a slotted wrench.(street key), to turn it or a wheel valve? Back to you, Tom

First thing you need to investigate is if the tenant actually had water when he left. Then determine if anybody had access or authority to shut water off while tenant was gone. When you say you can't open the valves above and below the meter, are you saying it takes a special tool, or you physically can't open them (and are you sure they aren't open already?) Is there a chance the water lines/s have frozen? Lots of option here. It may be time to call in a plumber to check out the situation. This, after all, is what some of the condo fees should be set aside for. Im taking a shot in the dark here. The more info you can give, the better we can help. Take care.

Please answer my questions in post#4, Some meters have "key valves" (see image) that call for a street key to operate. Is this the valve that's giving you a problem? Back to you, Tom
