    Not trying to be rude, but what is the question? Did your brother spill bleach on the carpet, did he bleach his hair, did he bleach your hair, or what? If you post the actual question, perhaps someone will be able to help dear.

    No, the title doesn't say it all. There are too many scenarios here to simply guess. You are going to have to tell us what happened and not make us assume.
