No, the title doesn't say it all. There are too many scenarios here to simply guess. You are going to have to tell us what happened and not make us assume.

My little bro got bleach in his hair and we don't know what to do. It didn't make him bald or anything but there's a section of his hair that's pretty fried and kind of whitish
