Last nght I was telling someone about a movie that is about a bad guy creating Tsunamis using remote control boats but no one believes the main character. A reporter [I believe] does so she and the main character try to stop the evildoer while the Government tries to stop the main character. At the end as the doomsday type countdown is happening the main character wrestles with the bad guy and finally after killing the badguy and figuring out the password he reconfigures badguy's master controls to make the waves hit each other saving the day. Do you recall the movie? The main characrer?

Possibly this? Here's a snippet of a review referenceing the waves crashing into each other that you described:
special effects are OK, except one involving waves meeting each other, with the intended purpose in this movie to be causing a cancellation of both waves.
