60A to a 100A subpanel?

 Can I power a 100A subpanel with a 60A breaker in the main panel and 6/3 wire ? Or do I have to provide 4/3 wire from a 100A breaker? 60A will give me all I need. 
Does 200A svc mean 200A from which to operate appliances, tv's, etc?

 I may not be asking correctly. But is the amount of electrical svc to an average home 200 amps ? If that is correct, does this mean, anything electrical in that house pulls its current from the original 200 amps? Thanks.
