    60A to a 100A subpanel?
Can I power a 100A subpanel with a 60A breaker in the main panel and 6/3 wire ? Or do I have to provide 4/3 wire from a 100A breaker? 60A will give me all I need.

Yes. 100A is only the max rating of the panel. You can feed it with up to 100A.
