Tank fills fine but no water fills bowl

Tank fills fine but no water fills bowl

After we flush the tank on the toilet fills perfectly, however hardly any water is in the actual bowl. What causes this? I recently had to take the toilet up and put a new wax ring in and the. Caulked around the bottom some.

HELP! Our toilet is at least 15 yrs old - maybe much older. Several months ago, it developed a slow leak around the base. Toilet works fine most of the time however after a few flushes it will just trinkle water back in to the reservoir instead of filling at the normal pace. It will fill just takes forever, problem??
