    Water seeping from neighbor
    One room in basement is wet, more after neighbor to the east uses her fairly recent sprinkler system. Walls are not wet, only floor, so not surface water seeping in. We've had no rain, anyway. Neighbor's home is on higher ground than ours by about 3 - 4 ft, and also that elevated area has lots of old clinkers from previously used stoker furnaces. Previous to her putting in sprinkler system , our floor did occasionally seem damp, but since sprinkler system has been put in, it's all the time when the systen us used. But not in winter when we have lots of snow and rain on ground. Have talked to neighbor about it, but she just shrugged her shoulders and said, not her problem. Are there any city laws that cover this stuff? How should we proceed to even find out where the water's coming from?
    When this first started about two years ago, I called the city water dept. and they came and did a check on her main pipe from the street to see if any leaking, but there wasn't any from there. The only source of water between her house and ours is her sprinkler system. We have no water pipes on that side of our house, and no inside plumbing in that front basement room.
    We know this dampness and moldy smell is not healthy, but what to do other than put fans down there and dry the floor, only until the next time her sprinklers go on and it's wet again. Also, she had a friend of a friend install the system, so our feeling is it's not professionally installed.
