    Which county is this in? I find a reference to impact fees in Alachua County; Would that be the one? If so, it appears that the fee isn't incurred until you have applied for and been granted a C.O. for the location to which you move it.

    There are impact fees in other counties too. We will need to know which county you are in before we can give you a reliable answer.
