Let me get this clear.
You have had your benefits stopped as you failed to complete the proper paperwork.
You now have no funds for a couple of weeks and you're stuck somewhere.
You wonder if this is covered by human rights laws.
Is that about it ?

Unfortunately this situation, while painful, is of your own making.
The DWP are sticklers for proper paperwork and would have given you several attempts at submitting it correctly.
Why did you travel so far if you didn't have a return already organised ?
Have you enquired at the local job centre to see if there is anything they can do to help ?

So if they didn't tell you want was happening with your claim , how did you expect this payment to be made, especially as it was UNCONFIRMED.
The fact you are only in the country for 6 months also has a bearing on the whole affair..
Human Rights Laws have little to NO bearing on this, as it was of your own doing.

So, if you feel your human rights have been violated find an agency that is charged with enforcing those rights and report it.

You have a duty to help yourself. I'm not sure I see any real laws being broken here or human rights violated.

If you are frequenting the library, ask the librarian for help. As far as I know, the UK is not part of the European Union so is not subject to its laws, IF there are any being violated here.

I'm assuming OP is using a smart phone or her/his laptop at an Internet café.
