can sign just about anything. What legal effect that might have is another story.
In this situation, if he has custody or visitation right provided for by court order, he probably
could sign a paper delegating those rights to his parents, or to someone else, for that matter. That would
not affect the other parent's rights. But such delegation would be revocable any time he wants, in the absence of a court order changing the custody/visitiaton.
"Signing over rights" with respect to a child doesn't necessarily affect one's duty to pay child support.
