We go to a beach resort that requires my husband to wake up very early each morning to reserve a beach cabana. We often run into a couple who stroll down to the beach in the early afternoon and need a place to sit. He cannot say no when they ask if they can join us. How can I say no politely?

Just let them know that you enjoy their company, but were planning to spend the afternoon privately.

What is so wrong about them sharing? I think you should do a good deed and allow them to sit with you. It will make you feel better than to say no. Maybe they want to be your friends.
