How to house train a 8 week old pom without crate

Just bought a 8 week old pom and trying to house train her but when I try to bring her outside she will not use it at all even if I wait at least one hour still nothing but as soon as I put her on my carpet she go's and even jumps on couch and go's there.What do I do?
