Installing 2 high hats over my bed with individual control.
I am installing 2 high hats over my bed. I would like to control them individually with a switch on either side of the bed on a dimmer if possible. In other words. Each light would have 3 positions.

    Switch 1: (1) Light 1 on Light 2 off, (2)Light 2 on Light 1 off, (3)Both on.

    Switch 2: (1)Light 2 on Light 1 off, (2)Light 1 on Light 2 off,(3) Both on.

Please clarify something: if switch 1 is at position 2, and switch 2 is at position 2, what should the result be (both lights on, or both lights off)? Also I assume there's a position 0 that you forgot to mention - namly both lights off, correct?

You need two sets of 3 way switches, one set for each light, and one switch of each set can be a 3 way dimmer.
