When I was younger I could never sleep... try doing the same thing every night like a routine to let his body know that after he brushes his teeth etc its time to sleep. Also, try talking to him in a soothing voice and getting him to pretend that his body is slowly sinking into the bed (ie "you are very tired, your eyelids are becoming heavy, your arms are like lead, relax, let your body sink deeper into the bed") or letting him listen to a story (I always listened to audiobooks or music) that is at a low volume. Hope this helps :)

When does he sleep and for how long?
Does he stay awake from bedtime until 3 am, or does he get up then?
Are you keeping him away from sodas and sweets and TV at nighttime?
Reading to a child really is one of the best sleep aids. Before that, no live TV, just a favorite movie on DVD. One he's seen a hundred times. Toddlers enjoy repetition and it will soothe him.

Would it be an option to cosleep with him? This is what I did and it worked wonders for the both of us. I got better sleep because she was actually sleeping, and she got better sleep because she was feeling more secure and warmer because of my body heat.

It does not work for everyone. But its an idea to try if you would be willing to.
