    Tax treaty benefit italy-usa
    Hi,
    I am a visiting scholar from Italy I came with a J1 visa. I will be in the state for six months. I came here 4 years ago with a J1 as a phd student and I did not ask for any benefict.
    This time I got a fellowship and the institution is going to withholding form it 15% for tax.
    Is there anything I can do for a total exemption?

    No you do not get treaty benefits as you have already spent two years on J-1.

    Sorry I did not explain myself. I came here for six month in 2007 with a j1 visa. I did not ask for any tax tready becouase I was finaced by italian university. New I am back for six month with a j1 visa. I got a fellowship from an american university that has been withhold of 30%. I complain and they the Payroll office said of 14%. What this 14% come from? Is there anything I can do for a tax exemption? They say that Itay-Usa agreement does not imply fellowship. It is true?
