Doubt it's a drain pipe. Can you post a picture? Is it a plastic or copper pipe?

I will try and take picture, but it only leaks real bad when the washer or the dishwashing machine is draining.

    Hi CLW..

With that information I have to guess that you do indeed have a clogged drain pipe.

Here, run the washing machine full to the top with water and then set the washing machine to drain. Watch the washer drain hose going inmto the drain standpipe and see if it overflows. If the drain overflows right in front of you then the fix is obvious... snake the drain or if you are on a septic system, pump the septic system if needed, right?

If there is no overflow but you find water at the ouside faucet again then my next thought would be that you have developed a cracked/broken pipe and will need to open a wall, perhaps, to find the issue.

That's all I can offer at this time. Try the fill/drain test and post back with the results, OK?

Your reply would have been helpful if you had posted it the first time. Thanks. If it is coming out a wall opening with a spigot tap, and only leaks when draining, then, as Mark said, you probably have a broken pipe in the wall or a clogged drain pipe and it is coming out the wall opening, not leaking from the spigot. You need to have this attended to promptly or you could get a lot of water damage and mold.
