    Tenant Responsibility
During inclement weather is it the tenants responsibility to maintain the temperature of the water pipes at a level to prevent freezing?

If you were a tenant, wouldn't you want the water pipes not to freeze? If you were a landlord, and knew that there was a tenancy for the pipes to freeze, make arrangements to keep that from happening? There is more to this question, what is it?

Yes, there is more to this. We have a tenant and tried to put an electric heater in the basement to prevent the pipes from freezing during subzero weather. He refused to leave the heater on unless we paid for half of his electric bill for the entire month. Now the pipes have frozen and busted and he is calling and demanding that they be replaced immediately.
