The cold water supply valve to the water heater is open, but no water is flowing. I opened the drain valve on the heater and no water came out. Obviously it hasn't been filling for the past few days. I have plenty of cold water at all my faucets. I have shut off the breaker.

Cold water leaks into hot water line

I turn the cold water off at the water heater. When I open a hot water faucet there is cold water coming out. There shouldn't be any water coming out so it seems like there is a cross connection of some kind allowing cold water into the hot water lines.
