    Most Charities do...

Goodwill, Salvation Army, Vietnam Vets, etc...

Some charaties are even related to rehabilitation and retraining.. but I can't think of specific names.

How about Habitat for Humanity? They might take hammers and tapes and non power tools too. It will depend on the chapter near you.

That would be dependent on local laws?. because I have been in a number of thrift stores in a number of states... and regularly Donate items to charities, and have as a resident of three different states over the years. Many of them Electrical and Electronic devices. As a hobby I collect and refurbish computers and printers that were discarded, and give them to charities afterwards for a tax writeoff. They resell them in their thrift stores and a needy person gets something they need cheaply. And the Charity gets money they need for their causes.

NONE in the USA have such a restriction I or anyone I know has ever heard of... and in fact I have been in thrift stores in 4 different states (and the District of Columbia) that do sell, second hand electrical and electronic devices.

If there is a restriction in the UK where you are from... then its limited to the UK. The OP doesn't state they are from the UK. And most of the people on this site aren't in the UK.

And Incdidently in response to your Comments about eBay...

eBay is not a charity... nor an organization the accepts donations. It's a for Profit online auction Business.
