    It doesn't specify mandatory or secondary. Why do you ask? Were you ticketed for this?

    It is a violation, in fact it is a violation in almost any state I know of ( but can not prove it, since each state has their own laws and they change every year)

    But they may stop you for it, ( now this is one of the many laws on the books that are seldom inforced, normally they only use that one, plus the one for bumber stickers on the back window, or license plate braket partially covering the plate, if they want to stop you but can't find another reason, so they must have been suspect of something else and used this for a reason to stop
