I have a bryant 376cav and it is flashing a code 31 how do I fix it

We just replaced of control board this summer and the air works great now we can not get the heat to work. The lights are flashing 3 fast 1 slow. What is the code and how do I fix it?

Ok, so I looked in the owners manual and it says "Low-voltage fuse is open- check for short in low-voltage wiring including thermostat leads shorting to duckwork or furnace cabinet. Disconnect thermostat leads to isolate short circuit. ENGLISH PLEASE... What are they asking me to do......
