    1992 Honda Civic EX turns over but won't start
    Let me preface this by saying I am a novice when it comes to working on cars. I love tinkering with things but this one is just stumping me and I need someone with a little bit more experience to help me out.

    So, I have a 1992 Honda Civic EX with a 1.6l B16z6 engine (168,xxx miles). The car was leaking oil from the pan due to the previous owner having the car lowered (he must have hit something and shifted the pan a bit).

    So in order for me to get at the oil pan I had to drop the exhaust. I started by removing the exhaust manifold and when I did I discovered that the manifold had a crack in it. So what I did was I ordered a new manifold along with a new o2 sensor.

    Long story short, I managed to get the new exhaust manifold, o2 sensor and oil pan replaced. But when I finally went to test to see if I did everything right... the car doesn't start

    To be more specific, the car turns over but it doesn't want to start. It almost sounds as if it isn't getting enough gas (and yes, the gas tank has at least 2 gallons in it).

    Here is a recap of what I have done so far:

    1) Replaced the oil pan
    - Drained oil
    - Installed new oil filter
    - used recommended 5w-30 oil
    2) Installed new exhaust manifold
    3) Installed a new o2 sensor
    4) changed manual transmission fluid

    Does anyone have any suggestions?

    **edit** I should mention that the car did have a rough idling problem before I started the work. It would drop to really low RPM's and shake pretty roughly when idling but the problem went away when I would hit the gas. I should also note that the car was only on front jack stands and it was low on gas (could that be my problem?)

    . Add several more gallons of gas. Afterwards, turn the ignition switch to ON. Allow the fuel pump to run until it stops. Then, turn the ignition switch to OFF. Repeat this process several times. Cars won't start, unless the fuel rail is fully pressurized.

    . Adjust the throttle cable so the engine idles at 700 rpm, once it reaches normal operating temperature.

    Hi, I did as you suggested but I still wasn't able to get it to start.

    I just went out and determined that the spark plugs are still getting spark and the fuel pump still works. What I did was I took the plugs out (still attached to the wires) one by one and held them to a ground while I had someone start the car and all 4 sparked.

    I also checked the fuel lines up to the fuel filter by unscrewing the line that goes from the filter to the fuel injectors and had someone engage the fuel pump(gas came out of the line).

    The car is so close to starting I feel like it is something small that is preventing it from doing so.

    Replace the Ignition Control Module (ICM) and coil, if the Check Engine Light comes on for 2 seconds and goes out, when the ignition switch is turned to ON (Position II):

    ICMs are very problematic on Hondas. Over time, the microchip inside begins to fail. Therefore, it may fire but not when the ECM wants it to.
