What is required to put condo monthly fees in escrow because of poor maintenance of our property? We are governed by a council of 5 oweners who ignore our requests.

Some of this depends on what the condo agreement says and what State BUT, in general, a person sends a return receipt registered letter to the person who collects the monthly fees and states that the fees are being held in escrow until A, B and C are corrected.
Then the condo owner makes CERTAIN that the fees are deposited in a timely fashion.
I owned a condo in NY and this was NOT an option - it was addressed specifically in the condo agreement. Fees were to be paid, no exception for escrow accounts.
EDIT: Why, when you had another thread which was active and were getting good info, did you open this thread? I just spent the time to answer you only to discover that you have a whole other discussion going on the same subject. This is not a good way to be "popular" on any site.

Only unadressed issue I can see here is where to deposit the money " in escrow".

That would be one option: to deposit the money with a lawyer.

All your threads have been merged. We understand you are new to this, but if you spend some time browsing the site, it would have helped you understand how to use it.
What maintenance isn't being done? As a condo owner you own your unit and are responsible for any repairs or maintenance except for common areas. And, if the problem is common areas, you probably would need to get a majority of owners or at least all owners affected to join in your protest.
Is there a management company managing the complex or does everything go through the HOA board. And with any legal question you need to include your general area since laws vary.
So read your HOA agreement and answer our questions so we can help further. Just use the Answer This Question options to add follow-up.

Right, I answered one question and there were 3 or 4. If she deposits with an Attorney then the Attorney could also write the letter.
