    The only "vacation bank" I know of is when you have a time share and you can "bank" your time for exchange for another time or another resort.

    Or, along similar lines to what Scott posted, it's a facility where employees can "bank" overtime hours in exchange for time off at a later date, without touch any accrued holidays.
