We have no idea what you are talking about. I am quessing you are not in the USA

The only "vacation bank" I know of is when you have a time share and you can "bank" your time for exchange for another time or another resort.

Or, along similar lines to what Scott posted, it's a facility where employees can "bank" overtime hours in exchange for time off at a later date, without touch any accrued holidays.

Perhaps it is know by another name in other parts of the world ? If you would actually say more for what it is.
