Do I have a legal grievance
I had a bad experience coming back into the U.S. with the border patrol (CPA). I drove a limo into canada with clients. As they made us get out of the vehicle he instructed me to follow him into the back room where he searched me for weapons and asked me about my past. After he was satisified I asked him if I could go to the bathroom. He made me use the bathroom in the cell, and not the restroom everyone else gets to use. I told I had two bottle of duty free liqour in the truck. He made me open the sealed bottles and pour it out. Do I have a legitimate grievance?

What is your grievance? Crossing the Border is a privilege, not a right. You were detained for whatever reason; it is usual practice not to allow detainees full run of the facility so requiring you to use the bathroom in the cell is not unusual; I have no idea why you were told to pour out the duty free liquor OTHER THAN the Inspector/Agent didn't believe that the bottles actually contained duty free liquor. No one benefitted from the dumping - you didn't turn the bottles over.
My guess would be that your name or a similar name came up on the computer for one reason or another, including a "tip," anonymous or otherwise.
No, I see no legitimate grievance. Of course, you can always file one. If you do and it is unfounded it is my opinion that you will have an even worse time on your next trip.
And, yes, I'm actually retired US Customs.

Where did you get the "duty-free" liquor? In my experience it is only available after you have gone through customs.

Your story contains one detail which is a bit confusing. You were driving a limo. Or a truck?

My guess would be the liquor was from some other trip.
However, OP just posed that he IS a convicted felon and is WANTS to drive a limo to Canada.
