    No. There must be some kind of Court Order enabling the employer to garnish your wages.

    Depends on who is doing the garnishing. Some governmental agencies can do so.

    Student loans may be in some cases.

    Also all they need is a judgement, once they have that, you will never know when they get the garnishment order
