A proper electrical system evaluation of your Civic begins by answering these 3 basic diagnostic questions:

    1. When you turn the ignition switch to ON (not START), does the Check Engine Light (CEL) come on and then go off after 2 seconds?

    2. When the CEL goes out, do you hear (or feel) the main relay "click"?

    3. During the 2 second interval that the CEL is on, do you hear the fuel pump in the gas tank run?

Please answer each question in a 1-2-3 format for me:
    1.
    2.
    3.

Since the CEL does not come on or go off, your problem is with the main relay, ECM (computer), ACG (S) (ALT) fuse, or the ignition switch.

    1. Ensure battery is good.

    2. With a test light or multimeter, check all under-dash and under-hood fuses, paying particular attention to a fuse labeled ACG (S) (ALT) on the under-dash fuse box cover.

    3. Jump the Service Check Connector with a paper clip, turn the ignition to ON, and see if any DTCs are being thrown by observing the CEL.

    4. Disconnect the MAP sensor connector. With the ignition switch turned to ON, check for 5 volts between the right reference wire socket (+) and the main ECM ground on the thermostat housing. Really press the black test lead into the ground. If you don't read approximately 5 volts, then the ECM is bad.

After you perform these tests, give me a report.
