Mother left 8 years ago, no contact; how do I terminate her parental rights?
I am a single father in California with sole legal and physical custody of my 8 year old daughter (and 7 year old son from another relationship). The mother has not tried to see or even call our daughter in over 7 and a half years, nor had she paid a single penny of child support. The 'mother' has lived in Kansas, and then Alabama since early 2002, and has shown no interest; our daughter has not received one birthday card from her.
My question is this: how do I file for termination of the mother's parental rights (forms, etc.) in California, and how do I go about collecting the back child support from her while she resides in another state? Any help would be much appreciated.

First, do you have a Court order regarding the child support in place? If you do, then you need to go to Children and Family Services Child Support Division and speak to them about the back arrearage and collecting it for you. If you know her address and possible work place this would make it much easier to collect.

As for the parental rights you will need to consult an attorney on this.

To what end to you wish to terminate her parental rights? Unless you are married and your spouse is going to adopt the kids, you will not be able to get her rights terminated with or without her consent.

California has a child support office you can deal with and they will help you for free. They also have connections to the national database so they can find her if she is working or drawing benefits somewhere.
