You cannot do something. She already has a boyfriend, and unless they break up, you should not try to tell her your feelings for her, for you it may very well hurt you. Firstly, this girl you're mad about has a boyfriend.
I know you're upset and I know you can't stop thinking about her.
I know what it feels like, I've been there before.
Why don't you try finding other girls, other girls who are single.
So I think you should get out there and find someone else.
I mean there are LOTS of girls out there who are waiting for their perfect guy (you).
It's not worth crying over something you can't get. :)
