    Hi,
    You can get the manual online at Toro - Lawn Mowers, Zero Turn Mowers, Tractors, Snow Blowers and it does not say a thing about it. Look at the clamp for the cable anchor on the left side of the upper handle. If it is slotted, that would be it; going downward with it will tighten the cable.
