Heat pump cooling off

The air conditioning function of our heat pump is not working. The outside compressor is on, but the fan on top is not turning. Do I turn the whole system off? Is the problem in the compressor. The thermostat is set for 73 but the temperature is 84. Bob Sauerbrey

I have a heat pump system and a programmable thermostat. The system runs fine, in heat or cool mode, with the fan set to 'auto'. It will not run (no fan) in heat or cool mode with the fan setting set to 'on'.
