Floor Drain in Laundry Draining slow

I have a floor drain in my laundry room that seems to either be draining slowing or not at all, I took the grate/cover off and there's a rubber ball inside of it, this seems to be not allowing the water to flow into the drain. What is this all about and how can I fix it myself? Thanks

I'm adding a second floor laundry in an unused closet. The space has an interior wall with an unused return air duct that goes straight down to the unfinished basement right next to the main house drains. Lucky, I know.. There are two places I can tap into the drain at the bottom of the duct....

Okay, My laundry room is downstairs and every time I use the sink upstairs in the kitchen or use the washer to wash cloths water comes up and out of the drain in my laundry room!
