    Most likely it is bad flopper. You can get new one in Home Depot. Advice: take the old one with you to make sure you buy exactly the same one.

    Milo is correct and sometimes it is possible that the water is getting too high in the tank is water keeps spilling over the overflow pipe.

My plumber has set our new toilet 3 times, but it still leaks around the floor. I marked the water level in the bowl, and overnight the level lowered and water was on the floor even though it had not been flushed. Is it a problem with the wax seal or the toilet? Thanks.
