First, if in the US, most states will not allow a "boyfriend" to adopt but a husband can.

The daughters father will have to sign over his rights to allow the adoption

    So?

Get a lawyer, because you're probably not going to be able to wade through all of this without one.

You need to get him to LEGALLY (as in, going to court) give up his parental rights before an adoption can go through.

THEN you need to get adoption paperwork filed.

Again, most states will NOT let a boyfriend adopt--you need to be married.

That notarized piece of paper really means nothing for adoption purposes.

Saying he wants to is all fine and nice, but doesn't mean anything until a court orders the termination of rights which won't happened until the adoption which won't happen until you marry your boyfriend and in some states, you must also wait a period after the wedding (1 year in many cases).
