    I am confused about the strap or wire
    I am trying to change from a 3 prong dryer cord to a 4 prong. I've seen other solutions but everyone is mentioning a strap or wire where the white wire was I could not find any so I popped the top off to get a better look and I see two green wires. One is screwed to the underside of the top by the dial, thereis the one that is attached to the outside of the casing by where the connection block is and that's spliced to the white wire then goes up and connects again to the frame and another that attaches to the frame. I am confused.

    Any jumper that would need to be removed will be at the terminal strip that the power cord gets connected to.

    This jumper will connect the metal frame to the center terminal, neutral, silver colored screw.

    If this is a new dryer, there will be no jumper to remove, the instructions will state that a jumper is needed to be installed if your using a 3 wire cord.

    Is this a new or old dryer?

    Actually most new dryers do have the ground bonded to the neutral and a green wire under a green screw into the case.

    You need to remove this green wire, cap it off, and connect the green wire from the cord to that green screw.

    Ranges typically have a copper strap from the center (neutral) feed post bent over and screwed to the case of the unit.
