I found a black adult female dog but I'm not sure about her breed
I found a female, adult, black with white touches (on chest and some paws), CURLY haired, very small in size, about 10in high weighs about 10lbs or less, adorable face (not snouty like a poodle) but I don't know what breed she is. She looks like a Bichon Frisee but I understand they don't come in black. I'm wondering if anyone has any ideas. Sorry, no picture at this time.

You could take her to the vet and ask them.

It could be anything! Sounds like it definitely has poodle in the mix but without a photo I can't say.

Like megan said, your vet might be able to help.

Where/when did you find the dog? Have you tried finding it's owners?

These are the only 'curly' breeds I can think of at the moment... any of them look vagualy familiar?
They are: Hungarian Puli, Poodle, Bichon Frise

Here are some popular mixes: "schnoodle" "cockapoo" and finally a "shihpoo"

Some one is looking for that dog, it's hard to believe that they don't know it's missing. Look around the neighborhood for signs and maybe call the closest couple vets to see if someone reported a missing dog, maybe the papers lost and found. Your going to fall in love and some one else will be heart broken.

But I agree it must be a poodle mix.

It could have also been a Havanese.
