    What can the consequences be for a 21yo who uses a stolen credit card for under 200 dlls?
    Is it very serious?

    Depends on the State and how the 21 year old got his/her hands on the credit card. Could be theft, could be theft of services, could be fraud, could be identity fraud.

    Yes, it can be serious and a lot could depend on the circumstances and past record. It could also be a slap on the wrist and harsh words.
