If they're married less than 2 years then he would still hold a conditional 2 years green card, which will be automatically revoked if she files for a divorce.
If she does not file for a divorce, she may pursue criminal charges against him, and his green card will be revoked, or renewal will turn deportation. During the procedures, she can obtain restraining order which means he can't get near her or stay in the same property... but if she keeps dropping the charges, nobody can help her.
If you are family member, you may ask for help from shelter that provides assistance for victims of domestic abuse, telling them that she dropped the charges more than once so you need to step in... they will understand. Many of victims of domestic violence keeps going back to the abuser.. it's normal.
She should do both... file divorce and get restraining order asap.
